In the world of One Piece, some attacks are so powerful that they instantly become part of the story’s history. From Roger’s Divine Departure to Shanks’ devastating attack against Kid, Eiichiro Oda has given fans some unforgettable displays of power.
Now, One Piece Chapter 1191 is preparing another huge attack. Luffy, Loki, and Hajrudin will join forces against Imu and use a powerful technique called Gokoku Sovereignty. The attack already looks similar to some of the strongest attacks seen in the series.

Luffy, Loki and Hajrudin’s Attack Could Rival Shanks’ Divine Departure
Based on the early preview spoilers (via @pewpiece on Twitter/X), the biggest moment in One Piece Chapter 1191 will be Luffy, Loki, and Hajrudin joining forces against Imu. This comes after the events of One Piece Chapter 1190, where Scopper Gaban fought Imu and lost his left arm while trying to protect Luffy.

Now, based on the early spoilers, Chapter 1191 of One Piece reportedly shows Hajrudin arriving and punching Imu away from Gaban when Imu was about to kill Gaban. Gaban tells him to run, but the giant refuses to leave. Loki soon arrives as well, bringing another powerful warrior into the fight. Luffy also recovers after eating the food he had saved. He then joins Loki and Hajrudin, and the three attack Imu together.
Their new attack is called “Gokoku Sovereignty,” or “Sovereignty of the Three Generals.” The name is already connected to Elbaf’s giant warriors. Dorry and Brogy have used powerful attacks such as Hakoku Sovereignty, while Big Mom used Ikoku Sovereignty during the Whole Cake Island Arc. Now, this makes the attack feel like another major power moment in the Final Saga.
However, the most interesting comparison is with Divine Departure. Gol D. Roger first showed Divine Departure against Kozuki Oden in Chapter 966. Years later, Shanks used the same technique against Eustass Kid in Chapter 1079. Both attacks showed just how dangerous the strongest Haki users in One Piece can be.
Gokoku Sovereignty works differently, so it would be wrong to call it another Divine Departure. However, if Luffy, Loki, and Hajrudin can use it to overpower Imu even for a moment, the attack could prove powerful enough to rival the impact of Shanks’ strongest ability.
One Piece Chapter 1191 to Push the Elbaf Battle to a New Level
Meanwhile, One Piece Chapter 1191 will not only focus on the new attack. The chapter is also expected to reveal more about Imu’s terrifying powers. According to the early spoilers, Imu takes on a much larger form with four horns and black arms. The transformation makes Imu look even more like a supernatural creature and adds more mystery to the World Government ruler’s Devil Fruit powers.

The chapter will also continue the story of Gaban. Imu recognizes his incredible strength and says Gaban should have been eliminated alongside Rocks if the World Government had known how powerful he would become. All in all, One Piece Chapter 1191 is set to continue the massive Elbaf battle, with Luffy, Loki, and Hajrudin now standing together against the Final Saga’s biggest enemy.
