5. Admiral Dougherty Almost Displaced an Entire Species

In Star Trek: Insurrection, Admiral Dougherty conspired with the Son’a to displace the Ba’ku population so that they could harvest the radiation of the planet’s ring, which he could not do with them on the planet. Though he had sought permission from the Federation Council to perform the process, he did not give them the details.
He justified the plan as a benefit for billions, ignoring that it violated the Federation’s own core principles regarding involuntary relocation. His crime is serious but somewhat naive, since he seemed to believe he was serving the greater good rather than pursuing personal gain.
4. Admiral Pressman Covered Up a Major Massacre from the Federation

In the Star Trek: The Next Generation episode, ‘The Pegasus,’ Admiral Pressman commanded an illegal experiment testing a banned phased cloaking device, resulting in the deaths of crew members during a malfunction.
