Naruto‘s Konoha 12 were the generation that grew up alongside Naruto, Sasuke, and Sakura, transforming from fresh Academy graduates into shinobi trusted with increasingly dangerous missions. Each brought a distinct clan technique, fighting style, or specialty to Konoha’s next generation.
Yet being important to the story does not automatically mean being a top-tier fighter. When their actual combat records, versatility, growth, victories, and limitations are placed under the microscope, five names stand out near the bottom. This ranking focuses strictly on what these shinobi actually demonstrated throughout Naruto and Naruto Shippuden, not their popularity or narrative importance.
5. Hinata’s Byakugan Is Iconic, But Her Battle Record Says Otherwise
Hinata’s placement is the most controversial because her abilities are far more impressive than her combat résumé suggests. The Byakugan gives her exceptional vision, while her Gentle Fist training eventually allowed her to master Hyuga techniques such as Eight Trigrams Sixty-Four Palms and then her own technique, Twin Lion Fists. But major battles showed where she lacked.
Neji defeated her decisively during the Chūnin Exams, while Pain overwhelmed her almost immediately when she intervened to protect Naruto in Chapter 437. Her courage was never the issue. Hinata repeatedly showed enormous determination, especially during the Fourth Shinobi World War. But measured purely by sustained combat feats, her résumé remains surprisingly light.
4. Choji Hits Like a Cannon, But His Biggest Attacks Have Limits

Choji possesses frightening physical power, and his battle against Jirobo proved that he was capable of far more than his timid personality suggested. After using the Akimichi clan’s pills, he eventually unlocked Butterfly Mode and defeated Jirobo with a devastating final attack. The catch is that this power originally came with a brutal physical price, leaving Choji unconscious after the fight.
By the Fourth Shinobi World War, however, he had grown tremendously, producing his butterfly wings without the pills and helping defeat reincarnated enemies. Choji therefore has legitimate destructive power, but his relatively limited range, straightforward fighting style, and reliance on close combat keep him from rising much higher.
3. Kiba Fights Like a Beast, But His Bark Beats His Battle Record

Kiba has all the ingredients for a spectacular close-range fighter: heightened senses, animalistic speed, Akamaru, and techniques such as Fang Over Fang and the Double-Headed Wolf. His fight against Naruto showed just how aggressively he could overwhelm an opponent early on, although Naruto ultimately turned the battle around with a clever deception.
His strongest Part I showing came during the Sasuke Retrieval Mission, where he and Akamaru fought Sakon and Ukon despite the Sound ninja’s Curse Seal, surviving only after Kankuro intervened. Kiba also improved substantially during the war. Still, his combat style remains comparatively straightforward, and he never receives the major victories or battlefield impact that would justify placing him much higher.
2. Ino Can Hijack Your Mind, But Her Combat Game Is Another Story

Ino’s biggest weapon is also the reason her placement is complicated: the Mind Body Switch Technique is terrifying when conditions are right, but awkward in a straight-up brawl. Her consciousness travels toward the target in a straight line, meaning missing can leave her vulnerable, and the technique traditionally works best against restrained or stationary opponents. Her Chūnin Exam battle with Sakura ended in a double knockout, while her later growth turned her into an exceptional support and sensory ninja.
During the Fourth Shinobi World War, she helped save allies and even connected the Allied Forces telepathically. That is phenomenal utility, but much of it is battlefield support rather than raw one-on-one dominance, keeping her near the bottom of this combat ranking.
1. Tenten Brings a Whole Arsenal, Yet Still Struggles to Bring the Heat

Tenten lands at No. 1 because her enormous arsenal never quite translates into equally impressive combat results. Her mastery of weaponry and fūinjutsu makes her versatile, but her most famous canon battle ended brutally quickly: Temari effortlessly blew away her barrage during the Chūnin Exams. The official anime summary confirms that Tenten’s weapons were completely nullified before Temari finished the match.
Her later use of the Bashōsen against the reincarnated Kakuzu proves she can unleash serious firepower, but the weapon’s enormous chakra consumption makes it difficult for her to use repeatedly. Tenten is skilled and useful, but her manga combat résumé simply lacks the victories and decisive performances needed to climb higher.
